There’s a plastic tree
Murdoc said the following in an interview: “The Melancholy Hill - it’s that feeling, that place, that you get in your soul sometimes, like someone’s let your tyres down.” -> He feels lonely and tired on Plastic Beach.

Murdoc hopes for a succeed of his new album, better days to come with the band reunited.

2D actually didn’t want to come back to Gorillaz but Murdoc needed his vocals, so: he doesn’t get what he wants but he gets to see Murdoc again.
So let’s set out to sea, love
Murdoc takes 2D with him to Plastic Beach (-> “out to sea”).

The company of 2D helps Murdoc to get over his “Melancholy Hill” and the shit he had to go through after the band split up; he needs him.
So call in the submarine

In the music video, they use a submarine to travel to Plastic Beach (even though in the “Escape To Plastic Beach” clip and the actual story, 2D awakes in a suitcase at the beach).
